PTCL Appoints Muhammad Amir Siddiqi as Chief Financial Officer With Immediate Effect

Pakistan Telecommunication Company Limited has appointed Muhammad Amir Siddiqi as its new Chief Financial Officer, effective immediately, following approval by the company’s board of directors. The appointment places a familiar figure at the head of PTCL’s finances, returning to the parent company after leading the finances of its microfinance banking arm. For a company investing heavily in fibre and digital services, the finance function must balance ambitious network spending against the need for steady returns.

Siddiqi is a Fellow Chartered Accountant with more than thirty years of professional experience, covering financial management, strategic planning, treasury, corporate governance and business transformation. His career spans more than two decades in the telecommunications sector, with experience in Pakistan and international markets, as well as time at the professional services firms Ernst and Young and Deloitte. That combination gives him a broad view of how a large, listed company should be run, from financial reporting to where capital should be deployed and how risk should be managed.

Much of his earlier career was spent inside PTCL Group itself. From 2013 to 2022, he served as Group Executive Vice President for Financial Planning and Treasury at PTCL Group, leading financial planning, budgeting, funding, treasury and group-level performance management. In a company that must constantly invest in networks while also paying dividends and servicing debt, that work is central to keeping the business stable.

He subsequently served as Head of Strategy and Transformation at PTCL Group, contributing to corporate strategy, growth planning and transformation initiatives. During his tenure, he supported spectrum acquisition and a telecom-sector acquisition in Pakistan, facilitated the launch of Wireless Data and Flash Fiber broadband services, led group-wide cost optimisation initiatives, and spearheaded integration of PTCL and Ufone’s finance functions at group level. His experience also includes working with Etisalat in the United Arab Emirates, the international operator that took management control of PTCL in 2006. Spectrum acquisition is among the most expensive decisions a telecom company makes, while Flash Fiber represented its main push into high-speed home connectivity. Bringing PTCL and Ufone’s finance functions together created a single view of the group’s money as fixed and mobile services became increasingly intertwined.

Since 2023, Siddiqi has served as Chief Financial Officer of U Microfinance Bank, known as UBank, where he played a key role in driving financial and operational transformation. His achievements there include securing regulatory approval for a capital injection plan of approximately fifteen billion rupees, delivering annualised operating cost savings of approximately two billion rupees, and strengthening financial controls, regulatory compliance and recovery capabilities. Those results show experience in a regulated financial institution, where capital, compliance and loan recovery are scrutinised closely. The disciplines of strengthening controls, cutting unnecessary costs and securing capital for growth translate directly to PTCL.

His broader expertise encompasses mergers and acquisitions, enterprise risk management, International Financial Reporting Standards, financial reporting and board-level governance. Mergers and acquisitions experience matters in a sector where consolidation and partnerships are common, while enterprise risk management covers threats from currency movements and interest-rate changes to regulatory shifts. Knowledge of international reporting standards and board governance is essential for a listed company whose accounts are examined by investors, auditors and regulators alike.

As chief financial officer, Siddiqi will lead PTCL’s financial strategy and stewardship, with a focus on strengthening financial performance, optimising capital allocation, enhancing governance and operational efficiency, and supporting the company’s strategic priorities. Capital allocation is at the heart of the role: deciding how much to spend on fibre rollout, how much to reserve for spectrum and technology upgrades, and how much to return to shareholders. Getting those decisions right determines whether PTCL can expand its fibre footprint without overstretching its balance sheet, while keeping its existing business profitable.

The appointment comes as PTCL presents itself less as a traditional telephone company and more as an integrated technology and digital services provider. That shift requires sustained investment and the financial discipline to ensure it produces returns, across fibre, television, streaming and business connectivity.

Siddiqi’s deep understanding of PTCL Group, gained over many years inside the organisation, is presented as a key strength. A chief financial officer who already knows the group’s structure and people can move faster than an outsider, and can judge more quickly which parts need investment and which need tighter control.

Whether the appointment succeeds will ultimately be measured in financial results rather than announcements. Investors will watch for steadier performance, clearer capital spending and stronger governance. If Siddiqi can bring the same combination of transformation and cost discipline that marked his time at UBank to the much larger task at PTCL, the company will be better placed to fund its fibre and digital ambitions. For now, PTCL has chosen experience and familiarity, betting that a leader who knows the group from the inside is the right person to guide its finances through its next phase.
