NADRA to Resubmit QC-Rejected Applications Free Under Executive Category

The National Database and Registration Authority, NADRA, has announced a procedure allowing applicants to resubmit identity document applications rejected during quality control without paying an additional fee. In an official public awareness announcement, the authority explained the steps citizens must follow if their application status changes to QC Rejected after submission at a NADRA Registration Centre or through the PakID mobile application.

According to NADRA, applicants can visit a nearby NADRA office to complete the formalities, and once officials have finished, the authority will resubmit their applications under the Executive category free of charge. The authority has also introduced a separate complaint-based procedure for overseas applicants who submitted NICOP or Pakistan Origin Card applications through PakID and live in countries with no NADRA centre.

What Does QC Rejected Mean in NADRA Applications

QC stands for Quality Control, a stage in which NADRA reviews applications before completing the identity document issuance process. Applicants may see the status QC Rejected when their application does not clear this review, which can happen for everyday reasons. Common causes include documents photographed or scanned badly, details that do not match the family records NADRA holds, names spelled differently from the existing record, and biometric verification that fails.

Until now, the usual experience was frustrating: the application stopped, the fee already paid was gone, and the only way forward was to start again and pay again. NADRA’s announcement focuses on helping affected applicants resolve this status and continue processing their documents without that second payment; eligible applicants can complete the required procedures and resubmit without an additional fee. That matters because a rejected application is often not the applicant’s fault; a blurred scan or a spelling mismatch is the kind of small error that should be fixable without starting from scratch.

How to Resubmit a QC-Rejected NADRA Application

NADRA has provided a straightforward procedure that applies whether the application was submitted at a registration centre or through the PakID application. The first move is to visit any nearby NADRA office; there is no need to return to the centre where it was lodged.

At the office, applicants must approach the relevant officials and complete the formalities. NADRA will review the case and carry out the required processing before resubmitting, which may mean correcting the document or detail that caused the rejection, verifying the applicant’s identity again, or updating the family record. The authority has not published a detailed list of what each case requires, because the fix depends on why the application was rejected, so the practical advice is to bring the original documents and the tracking receipt.

Once the formalities are complete, NADRA will resubmit the eligible application under the Executive category, and applicants will not have to pay an additional fee. The authority has confirmed that the new application will receive Executive-category processing, its fastest service, normally taking around six days for a CNIC modification. That is a meaningful benefit on top of the fee waiver: the replacement application is processed more quickly than the original may have been.

How Overseas Pakistanis Can Resolve QC-Rejected Applications

NADRA has also shared a separate procedure for overseas applicants who cannot visit a Registration Centre, applying to people who submitted NICOP or Pakistan Origin Card applications through PakID and live in countries with no NADRA centre. For the millions of Pakistanis living abroad, a rejected NICOP application used to mean a long wait or a trip to a centre in another country, so a remote route matters.

The first step is to open NADRA’s official complaint management website at complaints.nadra.gov.pk and register a complaint about the QC Rejected status of the NICOP or POC application. Applicants must follow the instructions on the portal and provide the information requested, including the tracking details, so NADRA can identify the application and see what went wrong.

After receiving the complaint, NADRA will carry out the necessary procedures, and the applicant must complete any formalities the authority communicates by email or through the PakID app. Once NADRA completes the process, a new application will appear in the Applications section of the applicant’s PakID account. NADRA will then process it under the Executive category without charging a fee, so eligible overseas applicants can resolve a QC rejection without travelling to a centre in another country.

The announcement fits a wider pattern in how NADRA has been changing its services. The authority has been pushing more of its work onto the PakID app and the Pak Identity web portal, where citizens can apply for new cards, renewals, modifications and duplicates, pay by card, JazzCash, Easypaisa or a payment slip, and track their applications online. Its helpline, 1777, is the fallback when an application stays pending for more than a couple of days after payment.

For anyone whose application has just been marked QC Rejected, the message is straightforward: do not apply again from scratch and do not pay again. Visit a NADRA office with the documents and the tracking receipt, or, if overseas and without a centre nearby, lodge a complaint through the official portal and wait for the new application to appear in PakID. The resubmission will be free, it will be handled under the Executive category, and the fee already paid will not have been wasted.
